Evening on Dubai Creek: a consultant and two buyers on a terrace look across the water at an off-plan tower under cranes, a scale model on the table beside them.

Real estate CRM · the buyer’s journey

He saw your ad at 21:40 in Mumbai. Who answered him first?

An off-plan buyer meets your ad, your agent, your call centre, a broker, your launch, compliance, legal, finance and your handover team, often from another country. Here is each step as the buyer sees it, what gets in the way for every person involved, the rule that applies, and how we solve it with Salesforce, Slack, WhatsApp, Meta and AI agents.

Reach and competition

Many buyers, more people chasing each one.

Off-plan is most of Dubai’s sales, and every buyer hears from the developer, several brokers and the portals at once. The developer who answers first, once and correctly, usually keeps the buyer.

Step by step

Eleven steps, each with its own rule.

Rules are quoted from the source, with the link. Pains are what developers, brokers and buyers tell us; names and figures on the screens are examples.

    LikeCommentShare

The ad carries the permit number and QR code the rules ask for, and its button opens a WhatsApp chat with the developer, not a form.

    Step 01

    Sees the ad

“A two-bed on the creek, handover in 2028, instalments while it’s built. Let me ask.”

    What gets in the way

    • BuyerSees ten towers a week from developers and brokers, and can’t tell which ads are real.
    • MarketingSpends on Meta, Google and portals, but can’t see which campaign produced a booking, only which produced a form.
    • BrokerRuns ads for the same project, so the developer bids against its own brokers.

    The rule

In Dubai every property ad needs a DLD permit through Trakheesi, with the permit number on the ad, and print and video ads carry its Madmoun QR code. A project permit does not cover single-unit ads.

Source: DLD Brokerage Practice Guide, Nov 2024; DLD, Apr 2023

    How we solve it

    • Every campaign, ad set and ad is a Salesforce campaign, so a booking traces back to the ad that started it.

      SalesforceMeta and Google ads
    • The permit number and QR code sit on the campaign record; an ad without one is not approved.

      SalesforceSlack
    • Click-to-WhatsApp ads open a chat instead of a form, so the buyer asks a question instead of waiting for a call.

    • AssistantApp21:43

Thanks. Priya from the sales team will call you tomorrow at 11:00 Dubai time, 12:30 in Mumbai. Is that fine?

      YesAnother time

The agent answers at 21:41, asks two questions, books the call in the buyer’s time zone and writes it all to the lead in Salesforce.

    Step 02

    Asks on WhatsApp at 21:41

“Price for a two-bed, and is there a payment plan?”

    What gets in the way

    • BuyerWrites at night from another time zone and hears back the next afternoon, from three different people.
    • Developer salesWhatsApp chats live on consultants’ own phones; when a consultant leaves, the buyers go too.
    • ComplianceNobody can show when the buyer agreed to receive messages.

    The rule

WhatsApp needs a clear opt-in naming the business. Outside the 24-hour window after the buyer writes, only approved templates can be sent; a reply to a Click-to-WhatsApp ad within 24 hours keeps a free window open for 72 hours.

    How we solve it

    • An AI agent answers on the company number in the buyer’s language, asks two qualifying questions and books the call.

      AI agentWhatsApp
    • The chat, the answers and the opt-in land on one lead record, with the source and the ad.

    Step 03

“They already knew what I asked. I didn’t have to repeat it.”

    What gets in the way

    • Developer salesThe same buyer arrives from an ad, a portal and a broker; three consultants call him.
    • Call centreLeads are shared out from a spreadsheet in the morning; the night’s leads wait.
    • MarketingPortal leads come by email and are typed in, so the source is lost.

    Step 04

Gets called once, at a decent hour

“One person called, at the time I picked, and knew my budget.”

    What gets in the way

    • BuyerGets calls from brokers he never spoke to, at 20:00, for a project he asked about once.
    • Call centreCalls from a sheet with no history and no idea who already called.
    • ComplianceCan’t prove calls stayed within the hours and limits, or that nobody on the Do Not Call Registry was called.

    The rule

UAE marketing calls are allowed 9:00 to 18:00, from company-registered numbers, never to numbers on the Do Not Call Registry. If the buyer says no, no call back; if no answer, at most once a day and twice a week. Calls are recorded. Fines run from AED 10,000 to AED 150,000.

Source: UAE Cabinet Resolutions 56 and 57 of 2024

    How we solve it

    Step 05

A broker brings him in, and is protected

“My broker in Mumbai said he’d registered me with the developer.”

    What gets in the way

    • BrokerRegisters a buyer by email, then hears the buyer booked direct and the commission is disputed.
    • Developer salesCan’t tell which of 400 agencies brought the buyer, or whether the buyer was already in the system.
    • FinancePays commission from a spreadsheet, before the money it depends on is in.

    The rule

In Dubai only RERA-registered off-plan projects with an escrow account can be marketed, under a written marketing contract between developer and brokerage. Brokers carry a BRN card and work through a licensed office.

Source: DLD Brokerage Practice Guide, Nov 2024

    How we solve it

    • Brokers register buyers in a partner portal; the registration is checked against existing buyers and protected for a window you set.

    The rule

Exhibitions and launches need their own DLD permit. At exhibitions, including abroad, only preliminary reservations are allowed, not sales.

    • Developer salesCan’t tell whether the SPA can go out today.
