If your offer letters go out as PDFs on email and come back as photos, this is for you. Part of the pile belongs in the ministry's system, and part does not. This is not for you if you only need the MOHRE job offer. That form is signed in MOHRE's system, not here.
Which offer letter does the ministry want signed?
The standard job offer, and it never goes through your own tool. The u.ae portal says the employer "must sign the job offer electronically" and send it to the worker for review. The worker signs if employed in professional levels 1 to 3, and a fingerprint is accepted at levels 4 and 5.
The signed offer is then attached to the initial work permit application. On arrival, both sides sign it again and MOHRE registers it as the employment contract. MOHRE's own service page lists the same required document: "The official job offer form issued by the Ministry, signed by both the employer and employee."

So the letter you email as a PDF and the MOHRE job offer are different documents. Signing the first by link does not stand in for the second.
What can a letter signed by link still do?
Plenty, because most of what an employer sends is not the MOHRE form.
Our Sign page says the same: the MOHRE offer and contract for mainland staff stay in the MOHRE process, and your own letters can be sent by link. What a link adds is a dated record. The audit log shows the file fingerprint and every event, so you can say who signed which version, and when.
The same split applies to a tenancy: our post on renewing from abroad shows which paper goes by link and which stays on Ejari.

Why must the numbers match?
Because the contract follows the offer. A Dubai lawyer quoted by Gulf News in May 2022 cites Ministerial Resolution 46 of 2022, Article 2, and Ministerial Decision 764 of 2015, Article 4. Both say the standard employment contract must conform to the job offer the employee signed. Salary and probation period, she says, must read the same in both.
The u.ae portal adds that after the contract is signed, the employer may not alter or replace provisions of the offer letter unless the employee consents.
That is the risk with a side letter. If your terms letter says one salary and the MOHRE offer says another, you now hold two signed documents that disagree, and the worker holds both. Treat a letter signed by link as a record of what was promised, not as a second contract, and ask your lawyer what it is worth in a dispute.
How do we decide which letter goes where?
Three questions, asked in this order. This is our method, not legal advice.
- 01Is it the standard job offer? Then it is signed in MOHRE's system. Stop there.
- 02If it is not, does it state the same salary and role as the MOHRE offer? If it differs, fix the letter before it goes out, or change the offer through the ministry's process.
- 03Who will need the signed copy in a year? Send it by link, so every signer receives the finished PDF and you hold the log.

For a Saudi employee, the employment contract is created and accepted on Qiwa, so the same rule holds there: your own letters by link, the contract in the government system.
What does sending by link cost?
Here is what our Sign page says today. You pay per sender a month, the people on your team who send documents. Signers are free and unlimited, with no cap on documents.
- 1 to 5 senders: AED or SAR 69 each.
- 6 to 20 senders: AED or SAR 49 each, on the senders inside that band.
- The shared plan, which we host in the UAE, has a minimum of AED or SAR 349 a month, so one HR manager does not buy a seat at AED 69.
- Quick start: a fixed AED or SAR 2,500 for up to 20 senders. We set it up for you.
Email sending, if we provide it, and a company certificate from a licensed provider are billed at cost. Automatic reminders, SMS codes, bulk sending from a spreadsheet and your own logo on the signing page are not in the price. Prices exclude 5 percent UAE VAT and 15 percent Saudi VAT.
What happens on the first call?
We ask what you send for signing and who signs it. Then we sort your letters into two piles: what stays in MOHRE or Qiwa, and what goes by link. You get a written plan, the go-live date and the monthly price. We call it one link per signer.
If your only need is the MOHRE job offer, we will tell you to stay in the ministry's system. If you also send terms letters, NDAs and policy sign-offs by email, tell us what you send and who signs it.
