If your sales team calls leads from a list nobody has checked against the registry, this is for you. It is not for teams with no named owner of the call list.
Does the UAE telemarketing rule allow a voice agent to dial?
Yes, on the same terms as a person. Article 5(6) of Cabinet Resolution 56 of 2024 says: "Automated communication systems may be used for marketing, advertising and promoting the products or services provided by the Company in accordance with the provisions of this resolution." The resolution has been in force since 27 August 2024. We read the official text on 27 October 2026.
So the duties attach to the call, not to what places it. A company that licenses a number, picks a list and sends a caller out answers for the call whether the caller is a person or software. Article 3 applies the rule to every licensed company that markets by telephone, free zones included.
Our rule follows from that: a voice agent may take an outbound call only when a person could lawfully make it. Test the list, not the agent. If the list fails, an agent only fails it faster.
The reason to want one is the lead that arrives at 19:00. A person cannot lawfully call it until 9:00 and often does not call until a broker finds time. A caller on a checked list can place the first call as the window opens and write the outcome to the lead record, so nobody has to remember. That payoff exists only when the list passes the rows below.
Two definitions matter before you design anything. Article 1 defines telemarketing to include marketing text messages and marketing messages on social media applications, so the same list discipline reaches a WhatsApp campaign. The rules for those messages sit on our WhatsApp pages. Article 1 also defines a consumer as a natural person. Whether a call to a named person at another company counts is a question for your licensing authority or counsel. Settle it in writing before the first call. "Competent authority" in the text means the federal or local agency that licenses or regulates your activity: for a mainland company in Dubai, that is the Department of Economy and Tourism, which ran the 2025 fines below. A free-zone company asks its own free-zone authority, because Article 3 covers free zones too.
What must the list prove before anything dials it?
Per number, the list must be able to show the items below. They come from Articles 4 and 5 of the resolution. We have written each as something you can pull up for a regulator, not as a promise.
Source: UAE Cabinet, Resolution 56 of 2024. The resolution leaves some details to the competent authority, such as the register's form and how long records are kept. Ask your authority for both.

The register is the row most teams cannot answer. A list built over years from portal exports, event scans and bought contacts rarely carries a registry date per number. That is the work to do before any agent, and it is the same work a person caller needs.
Brokers get the same rows with one more on top: our brokerage page states that a broker may contact only owners on the Dubai Land Department's Green List. Our brokerage CRM page shows the "May we call?" check that sits before the dial button.
The registry rule governs the call. The data on the list also falls under the UAE PDPL (Federal Decree-Law No. 45 of 2021), and Article 6(4) of the resolution bars disclosing a consumer's personal data without consent or trading it for marketing calls. Ask your legal lead about both together.
What should the agent say in its first twenty seconds?
Three things, in this order, each one an article. The agent's opening is where the rule shows most plainly, and it is the easiest part to test.
- 01Name the company and the purpose of the call (Article 4(11)). Not 'I am calling from an assistant', but who you are and why.
- 02Say the call is recorded (Article 4(7)). The notice comes at the start of the call, not after the first answer.
- 03Ask whether the person wants to continue (Article 5(7)), and wait. A no ends the call and writes a refusal to the list under Article 5(4).
Our rule adds a fourth line to the opening: the agent says it is an automated caller. The resolution allows automated calling and does not ask for this, but a person who finds out halfway through has already hung up. Write it into the first sentence.

What does a bad list cost you?
Cabinet Resolution 57 of 2024 sets the fines. Each violation has its own row, with a higher fine for a second and third offence. These are the rows that a list or an opening script would trigger.
Source: Ministry of Economy, Cabinet Resolution 57 of 2024, Table 1. The fine is one part. The authority can warn, fine, suspend activity for 7 to 90 days, or cancel the licence and remove the phone number. Under Article 3 of that resolution, a company that repeats a violation within six months can be taken straight to the most severe penalty.
This is enforced. The Dubai Corporation for Consumer Protection and Fair Trade warned 174 companies after the rules came in. It then fined 159 of them AED 50,000 each, as the Emirates News Agency reported on 25 February 2025.
Banks, insurers and other licensed financial institutions also answer to the Central Bank's Telemarketing Regulation, in force from 31 March 2026. It applies when the calling is outsourced, and a third-party provider must meet it too. A voice agent vendor does not move the duty off you.

Which calls does the agent keep, and which go to a person?
Our rule: the agent places the first call and reads fixed facts. A person keeps every call that needs a decision. The resolution does not draw this line. It is the line we build to, and your counsel can move any row.
A named person is someone on that day's rota who can answer for the call, call back before 18:00 and switch the agent off. The spec names who, and who covers when they are out. Our kill switch post shows what that switch needs, and human approval shows where a person sits in the loop.

How do you check your list in an afternoon?
Five steps, none of which need us.
- 01Count the numbers on the list with no registry check date. Those are the first thing to fix.
- 02Count the calls in last month's log that started before 9:00 or after 18:00.
- 03Check that every caller number is registered under your commercial licence.
- 04Find the recording of any call from last month, and listen for the recording notice in the first seconds.
- 05Write down who owns the list, who takes the calls the agent will not, and who can stop the agent.

If step one finds numbers with no registry date, stop there. Nothing later in the chain repairs it. At Mindcat, we run the agent in shadow mode first: it writes the call it would have made, and a reviewer checks the list before it dials. That is the "Spec, shadow, gate" method (write the spec, run the agent in shadow, put a human gate on every action that matters) behind our First Agent in Production offer, and the Gulf agents page shows where teams start. We do not call any tool compliant. We log what the agent did, and your counsel decides what the rule means for your licence.
When are we the wrong answer?
When nobody owns the list, or the list has no record of how each person asked to hear from you. In both cases the calls are not the problem yet, and an agent adds speed to the wrong thing. Fix the list first, with a person calling it if you must, and bring the agent in when the rows above pass.
If you want the written read, tell us the calls your team makes and where the list lives. We reply in writing within 24 hours, and the first look is free. For how we choose a partner for this kind of work, see our agency or partner post.
