What does each CRM cost per user in the UAE?
Salesforce and Bitrix24 publish prices you can put in a spreadsheet today. HubSpot and Zoho price by edition and region, so they are not in the table.
Scope: list prices read from vendor pages on 30 September 2026. We found no UAE price for HubSpot or Zoho.
Salesforce lists five Sales editions, all priced per user per month in US dollars. The AED column is our own conversion at the 3.6725 peg, not a Salesforce quote.
Pro to Max are billed annually. Starter can be billed monthly or annually. Core, Advanced and Max came in on 3 September 2026. Salesforce says existing customer pricing on legacy editions is unchanged, so a current Enterprise or Unlimited customer can pay different numbers.
Bitrix24 prices a bundle, not a seat. Basic includes 5 users at $49 a month on annual billing or $69 monthly. Standard includes 50 users at $99 annual or $144 monthly. Professional includes 100 users at $199 annual or $289 monthly. Salesforce charges for every person who logs in. Bitrix24 charges for a band of people, so the gap between them changes as you add staff.

List prices leave out WhatsApp fees and implementation work.
Which CRM handles WhatsApp best, and who pays Meta?
No CRM wins outright. Salesforce bills per seat, Bitrix24 per message through Twilio, and HubSpot bundles 1,000 template messages. Every route has a second bill: Meta charges per message, and the CRM or its connector adds its own fee on top.
HubSpot's allowance counts template messages. If you keep your number on the WhatsApp Business app alongside HubSpot (coexistence), HubSpot's coexistence page says free-text messages sent from the phone do not count toward the limit and only templates sent from HubSpot do. HubSpot's main connect page counts both business-initiated and user-initiated conversations toward usage, so ask which applies to you. The pages we read do not say whether HubSpot's $70 block includes Meta's own per-message fee, so ask.
One team, 5 users, one number, 2,000 free-form replies a month to UAE customers. The table below is our arithmetic on published rates.
The Meta figure is the 1,000 replies above the free 1,000 a month per number, at $0.0157 each, from the rates in our WhatsApp post. The $0.0157 is the UAE utility and service rate for 1 October 2026 as read on third-party trackers; check it against Meta's rate card before you quote it. Twilio also charges for inbound messages, so the Bitrix24 figure is a floor. Salesforce's $375 is a per-seat fee that does not rise with each message, but the SKU includes only a small allowance of conversations and Salesforce meters usage on top, which we did not price. The Bitrix24 and Twilio charge rises with every message. At Twilio's $0.005, $375 would buy about 75,000 messages.

Meta gives the free 1,000 replies to each number, so count numbers, not accounts. If your team mostly sends templates, such as appointment or viewing confirmations, redo the sum with Meta's template rates, because templates are billed per message from the first one.
Does your CRM data need to stay in the UAE?
The law we read does not require it. A customer contract, bank or government buyer might, and that is a separate check.
The federal personal data law, Federal Decree-Law No. 45 of 2021 (the UAE PDPL), has been in force since 2 January 2022. Articles 22 and 23 let personal data leave the UAE under listed conditions: a destination with adequate protection, a contract that binds the receiver to the law's rules, the person's explicit consent, and a few others. Pinsent Masons said in 2023 that the Executive Regulations had not been issued, and a 2026 Chambers guide quoted in an August 2026 BusinessDubai article says they still have not. Some pages cite a Cabinet Decision as the regulations; we could not trace any of those to a primary source. None of this adds a rule that CRM data must be hosted in the UAE. DIFC and ADGM have their own data regimes. Some sectors add rules of their own, so ask your regulator or lawyer before you rely on this.
Where the vendors host is a separate, dated fact.

The law does not rule HubSpot out. A customer contract, a bank or a government buyer that asks for UAE hosting does. Check with your biggest customer first, then the vendor.
How long and how much to implement?
Five things set the cost and the time. Published ranges exist, but they come from firms that sell the work, are mostly written for US buyers, and differ by scope. They are not UAE quotes and they are not ours.
The scopes differ, and none is a UAE build.
Converted at the fixed peg of 3.6725, the published price ranges from Savvycom and Pashtek work out to a market range of about AED 110,000 to 275,000 for the implementation work: about AED 110,000 to 202,000 on Savvycom's range and AED 110,000 to 275,000 on Pashtek's. Minuscule gives no price. That is our arithmetic on their figures, before Salesforce licences and WhatsApp fees, and it is not a UAE quote.
What moves the cost and the time:
- Users. Every extra team adds roles, views and training.
- Integrations. A WhatsApp number, a property or job portal, an ERP or a finance system. Each one is a separate piece of work with its own failure mode.
- Data you bring. A clean export is one job. Years of duplicated accounts is another.
- Approvals. Discounts, contracts and handoffs between teams need rules written down before anyone builds them.
- Who runs it after go-live. A named owner for the exceptions decides whether the CRM is still used in month six.
You can do three things before anyone quotes you. Write the steps from first message to signed contract and who touches each. Count users by role, not by headcount. List every system the CRM must read from or write to. A partner who asks for these first is reading your process. A partner who quotes from a feature list is not.

Read the answers against the rule. One team, few users and little WhatsApp: a lighter CRM is enough. Several teams on one record, more than one integration, or a hosting requirement: Salesforce earns its price. Mostly WhatsApp with nothing else to connect: price a per-message connector at your real volume first.
